Note that there is no Australian Embassy in Albania. You would have to contact the Australian Embassy in Serbia for any form of assistance. The Australian Embassy in Serbia covers five other European countries including: Albania, Bulgaria, Macedonia (Former Yugoslav Republic of), Montenegro and Romania.
Note that is you are applying for an Australian visa such as a fiancee visa or partner visa or for that matter a visitors visa then Albania is divided as follows. If you are currently residing in Kosovo, you can lodge your applications in Belgrade or at the Australian Embassy in Austria. If you are currently residing in Greece and you are an Albanian citizen then you can lodge your applications at Belgrade or at the Australian Embassy in Berlin.
